What is D2M tech, what features works without internet

The central government recently announced that the trials of the home-grown Direct-to-Mobile (D2M) technology, developed by Saankhya Labs and IIT Kanpur, will soon be held in 19 cities. This technology enables users to access a wide range of multimedia content directly on their smartphones and tablets. D2M works like an FM radio, transmitting signals to smartphones via terrestrial telecommunications infrastructure and an assigned spectrum. The government will reserve the 470-582MHz spectrum for this technology. D2M will help in shifting video traffic to unclog 5G networks and reach millions of TV Dark homes across the country.
